In 2017, the Caribbean endured a harrowing hurricane season that wreaked havoc on Puerto Rico's vital infrastructure. Following the onslaught of two devastating hurricanes, the tiny nation struggled with limited power, water, and communications and significant transportation challenges, highlighting the critical need for robust infrastructure preparedness. The disaster served as a  reminder of the speed at which conditions can change and the importance of fortifying infrastructure to withstand unforeseen circumstances.

However, Puerto Rico's plight serves as more than just a regional concern; it mirrors the potential repercussions for the entire nation in the face of an Electro-Magnetic Pulse (EMP) event. Preparing for such an occurrence necessitates proactive safeguards. A pivotal step involves establishing the tools and resources required to operate autonomously without reliance on the power grid. But what exactly does this entail, and more importantly, what proactive steps should our country be taking to brace for such a scenario?

What Is an Electromagnetic Pulse?

An EMP, generated by nuclear detonations or solar flares, releases a potent burst of high-level radiofrequency energy. Similar to Puerto Rico's situation, the aftermath of an EMP event goes far beyond losing electricity. The impact on electrical and electronic infrastructure would ripple through various sectors. Communication systems would falter, water and sewer systems (heavily reliant on computer automation) would cease functioning, and transportation, food processing, and public safety services would suffer crippling blows. The aftermath would involve months, if not years, of arduous restoration efforts.

Preparation for an EMP event demands comprehensive backup strategies beyond individual home generators; it requires a nationwide readiness approach, such as investing in technologies resilient to EMPs capable of withstanding their disruptive effects. Fortunately, advanced measures can be taken to shield against EMP repercussions. Notably, investing in emergency backup power sources emerges as a critical consideration.

Fragility of Solar Power Systems

Interestingly, some view the proliferation of solar panels as a solution—envisioning these independent systems as backup electricity sources in grid failure scenarios.

However, the reality is far less promising.

Solar panels, constructed from silicon-based semiconductors, are highly susceptible to EMP impact. In the face of an EMP burst, they rank among the most vulnerable elements. Despite their design to supply the grid during sunny days, most solar setups lack battery backups for off-grid utility. And here's the clincher: the power conversion systems—packed with transistors and computers—won't survive an EMP either.

The Disconnect in Civilian Infrastructure Preparedness

Consider the modern conveniences we take for granted—running water, refrigeration, functioning vehicles. Imagine these fading away. Picture your car stranded, either in the garage or on the road, due to electronics failure. Even older cars without modern electronic components would eventually succumb as fuel pumps cease operation.

One must wonder—surely a threat of this magnitude is on someone's radar. Isn't the government aware and taking action?

To some extent, yes and no.

Critical military systems have undergone EMP mitigation for years, encompassing aircraft electronics, command centers, and communication networks. Regrettably, this level of preparedness has not permeated civilian sectors. Many overseeing civilian infrastructure—power, water, telecommunications—perceive the challenge as insurmountable, often ignoring the looming threat. Unfortunately, this neglect only closes the barn door after the horse has bolted.
